Never tried pixelart, but try doing other characters from other franchises in this style to practice

Temmie chung has a pretty unique style, If I had to guess there is probably some inspiration from trigger, specifically yoh yoshinari, earthbound inspo is a given. The rest is straightforward, no limited pallet, black outline, no hand aliasing. Just dark lines and flats mostly.

Consider buying it though, it is only 10 bucks iirc

the art is horrendous but its cute and appeals to people who dont really play al ot of games or have a palatte for graphics. If you want to see nice sprite art go to any sprite art community forum.
